2025 Security Outlook for the Mano River Region

The Mano River region, comprising Liberia, Sierra Leone, Guinea, and Côte d’Ivoire remains one of West Africa’s most fragile subregions, shaped by a history of violent conflict, weak governance, and economic instability. While the region has made progress in consolidating peace since the civil wars of the 1990s and early 2000s, deep-rooted structural vulnerabilities continue to fuel instability.
At the same time, the Mano River region has become increasingly exposed to transnational security threats. While Liberia, Sierra Leone, and Guinea have remained largely insulated from terrorist activity, Côte d’Ivoire faces an escalating threat from Sahel-based jihadist groups, which exploit porous borders and weak state control in remote areas.
